Croatia sits 136th out of 217 in our world ranking, with a FiScore of 4.7 out of 10. The scale reaches 33% and VAT is 25%, among the highest in Europe.
And yet a remote worker can live there for eighteen months without paying a euro of Croatian tax on their salary. The scheme is precise, and so is its limit.
The nomad permit, and what it exempts
Income from work performed for an employer not established in Croatia, received under digital nomad status, is not subject to Croatian income tax.
The remarkable part is this: the exemption holds even if you become Croatian tax resident by passing 183 days. Most schemes of this kind collapse at that threshold. This one does not.

The income threshold is 2.5 times the average Croatian net salary, and it is reset every year.
The limit that decides everything
Read this sentence twice: the exemption covers only salary and the product of your work.
Not covered:
- dividends you pay yourself from your own company,
- capital gains, on securities or on property,
- rent,
- pensions.
That is exactly where the scheme turns against the profile it attracts.
An employee of a foreign company sits squarely inside it. A freelance who invoices through their own company and takes dividends sits outside it for the dividend part. A great many people who describe themselves as digital nomads are in the second case, and only find out afterwards.
If your income runs through a company you own, have the arrangement qualified before you apply, not after.
The other trap: changing permit
Digital nomad status attaches to the permit, not to you.
If you later move onto a different Croatian residence permit, the exemption falls away and you go onto the ordinary scale. Since the municipal surtax was abolished in 2024, each municipality sets its own rates within national ranges: 15% to 23% on the lower band, 25% to 33% on the upper one. Two people on the same income therefore do not pay the same, depending on their town.
It is a purely administrative consequence, it is signposted nowhere, and it turns a 0% regime into a 35% one.
Eighteen months, and then?
The permit is not renewable straight away. You must have left Croatia for six months before filing again.
So see Croatia for what it is: a very good window of a year and a half, not a settlement. Anyone wanting to stay looks instead at Portugal, Italy or, for a freelance, Cyprus.
If you set up a company there
Corporate tax is 18%, and 10% for a company with turnover below EUR 1 million. That second rate is the one most arrivals would meet, and it has nothing to do with the nomad exemption: a Croatian company is a Croatian taxpayer whatever your permit says.
Setting one up is also, in practice, the thing that pushes people out of the exemption, since the money then reaches them as dividends.
If you are American
Citizenship-based taxation continues, and here it bites in an unusual way: a Croatian exemption produces no foreign tax credit at all, because no Croatian tax was paid.
Your salary therefore stays fully exposed to the United States bill, subject to the foreign earned income exclusion and to whatever your own numbers allow. For an American, Croatia is a lifestyle window rather than a tax one, and that is worth knowing before the flight rather than after.
What makes Croatia pleasant, beyond the tax
A thousand kilometres of Adriatic coast, decent internet, the euro since 2023, Schengen since 2023 as well, and a cost of living a good third below France's.
Those are real arguments, and they hold whatever the tax regime does.
So, who is Croatia for?
- An employee of a foreign company, for eighteen months: the scheme is built for you and it works.
- A freelance paid in dividends by their own company: the dividend part is not covered. Check before you go.
- Someone looking to settle for the long term: this is not that tool.
- A retiree: pensions are outside the exemption.
