The British Virgin Islands rank 1st out of 217 in our world ranking, with a FiScore of 10 out of 10, level with the Cayman Islands. No income tax, no corporate tax, no capital gains tax, no VAT.

They host several hundred thousand companies. Here is what that means, and what it does not.

What the territory levies

Nothing direct. No income, no profits, no capital gains, no inheritance, no consumption tax.

The territory funds itself through annual company licence fees, customs duties and tourism levies. With several hundred thousand registered companies for a population of around 30,000, that model works.

What most people get wrong

The BVI are not on the EU blacklist. The list revised on 17 February 2026 covers American Samoa, Anguilla, Guam, Palau, Panama, Russia, the Turks and Caicos Islands, the US Virgin Islands, Vanuatu and Vietnam.

Note the detail, because it is instructive: Anguilla and the Turks and Caicos are on it, the BVI are not. Three neighbouring British Overseas Territories with comparable tax systems. What separates them is not the rate, it is cooperation and substance.

Substance, and its timetable

The BVI operate an economic substance regime. An entity carrying on a defined relevant activity must demonstrate real presence in the territory: people, expenditure, decisions taken locally.

The procedure is tightening too. Since 2 January 2026, substance filings have moved from the old system to the VIRRGIN platform, with stricter deadlines. The era of registering a company and forgetting it is over.

And it still does not reduce your tax

Same rule as everywhere, and worth repeating because it is the one you will not be told.

A BVI company does not reduce the tax of the person who controls it. Controlled foreign company rules exist in every major economy, and they attribute the profits of an entity you control to you, wherever it is registered. The structure moves the paperwork, not the liability.

Information is exchanged automatically, including beneficial ownership in many contexts.

If you are American

The clearest case of all. The United States taxes on citizenship, so a BVI company, a BVI account and a BVI address change nothing. Because the BVI take zero, there is no foreign tax credit to set against your US bill.

Worse, US rules on controlled foreign corporations and passive foreign investment companies treat offshore holding entities harshly, and the compliance burden they create is substantial. For an American, a BVI structure usually adds cost and paperwork without reducing tax. Get advice before, not after.

What it is genuinely for

Joint holding vehicles. The BVI company has become a global standard for holding assets between parties of different nationalities, because the law is English, the case law predictable and incorporation fast. That is a legal tool, not a tax trick.

Fund and shipping finance structures, where tax neutrality avoids a layer of tax between investors already taxed at home.

Living there. Possible, expensive, and the permit requires employment or investment. Thirty thousand people, and hurricane seasons that have caused serious damage twice in a decade.

So, who are the BVI for?

  • Joint ownership between partners in several countries: the dominant use case, and a legitimate one.
  • A properly advised structure with real substance: yes, with the professional support that implies.
  • Someone wanting to pay less tax while staying at home: no, and this is the textbook case authorities look for.
  • Comparing reputations: the BVI stand better than Anguilla or the Turks and Caicos next door, and better than Panama.
